The Director of Advocacy, Financing, and Sustainability (AFS) is responsible for leading MEI’s work to advance political and financial action with districts, countries, regions, and the global community toward malaria elimination and eradication. The AFS Director oversees the MEI’s porfolio of work supporting countries around the world to build a resilient and sustainable malaria response by increasing subnational ownership for malaria elimination, expanding capacity for budget advocacy and domestic resource mobilization, planning for transition or reduction of donor financing, and generating evidence on sustainability solutions. The AFS Director serves as Principal Investigator on a grant from the Bill & Melinda Gates Foundation to provide donor transitions and budget advocacy support to countries in Southeast Asia in collaboration with the Asia Pacific Malaria Leaders Alliance and is responsible for expanding partnerships for MEI sustainability support in other regions of the world, including sub-Saharan Africa and Central America. The AFS Director manages a remote team of MEI staff and is responsible for ensuring high quality and timely program delivery.
The AFS Director is also responsible for high-profile global engagement and developing and maintaining relationships with senior officials from Ministries of Health and Finance, the World Health Organization, Regional Economic Communities, senior executives from donor agencies, including the Global Fund to Fight AIDS, TB, and Malaria (GFATM) and the US Government, and other leading malaria and global health partners. The AFS Director represents the MEI at key forums and among partners to help influence global and regional agendas on malaria elimination, elimination financing, and eradication, and leads high-profile events, products, and projects as necessary to support the MEI, regional, and global goals. As a member of the MEI Executive Team, the AFS Director will support and contribute to MEI strategy and management of the MEI team of staff, faculty, fellows, and students.
The AFS Director will set the long-term vision and agenda for the MEI AFS team and is responsible for developing and funding a future AFS portfolio in collaboration with the MEI Director and MEI Executive Team. As UCSF is a pre-qualified supplier for GFATM for sustainability technical assistance, the AFS Director will lead responses to malaria-related opportunities as well as those that are jointly released for malaria, HIV, and TB as appropriate. Through this mechanism among others, the AFS Director will scope opportunities to extend the MEI’s malaria-related expertise, tools, and approaches for sustainability to NTDs, HIV, and TB, among other health areas, internally across UCSF and externally with partners and donor.

  • Doctorate in related area and / or equivalent experience training.
  • Note: You’ll be considered if you obtain BA/BS in a related area + 14 years of related work exp; With MA/MS in a related area + 12 years of related work exp , ETC
  • 10+ years directly relevant experience.
  • Academic or research background and/or experience designing and overseeing policy, economic, or program delivery-related research.
  • Demonstrated expertise with program building within a leading academic institution for handling administrative, budgetary, human resources and financial principles and practices.
  • Expert oral and written communication skills.
  • Expert ability to think creatively and independently on concepts requiring advanced analytical skills.
  • Expert interpersonal skills and ability to work with diverse groups to achieve results.
  • Expert ability to work collaboratively with dynamic and diverse group of faculty, staff, students, consultants, and partners.
  • Expert fundraising and donor engagement experience and track record.
  • Expert negotiation and diplomacy skills.
  • Demonstrated expertise building and maintaining collaborations between academia, non-governmental, industry and / or governmental agencies.
  • Leadership experience in academic and / or government agencies.
  • Recognized expertise in global health advocacy and/or financing.
  • Excellent understanding of global health financing architecture, including policies, business models, and financing activities of the major malaria and health donors.
  • Demonstrated ability to collaboratively and independently develop and evolve strategy and to rally others around a vision.
  • Strong self-management skills and ability to work in a fast-paced environment under  ambiguous conditions, handle multiple complex tasks and projects, and meet deadlines and deliverables with minimal supervision.
